2025 Legislative Roundup

Washington, D.C. – August 29, 2025 – As the annual State legislative season begins wrapping up around the country, the International Window Film Association (IWFA) has kept a keen eye on any major changes that may affect automobile drivers and window film dealers alike. Annually, the IWFA combs through over 4,500 Bills introduced at the state and federal level using Fiscal Note software. Below you will find some updates that may affect your state.

Hawaii Clarifies statewide Visual Light Transmittance (VLT) Standard at 35%. It also requires the operator to roll down their window during a traffic stop.

LouisianaLowers the VLT from 40% to 25% on front side windows of automobiles.

MarylandRepeals the Two-year time limit on exemptions for vehicle owners having certain permanent medical conditions.

MinnesotaRequires prescriptions written for Window Tint medical exemptions to state whether the medical need is temporary or permanent.

North CarolinaTwo-part law, where part one raises the maximum number of medical exemptions pertaining to window films from three (3) to four (4) per person. Part two eliminates the annual aftermarket window film inspection, as well as the $10 inspection fee.

North DakotaLowers the VLT for the driver and passenger window from 50% to 35%.

Utah – Makes window film violations a secondary infraction and prohibits law enforcement from requesting revocation of vehicle registration for window film infractions.

All the laws listed above were passed by their respective state legislatures. Some states, such as New Jersey are still in session, with bills pertaining to window film to possibly be addressed.
